So Why Does the Grid Operator Say It Needs 20 GWh?"},"content":{"rendered":"<p id=\"ember53\" class=\"ember-view reader-text-block__paragraph\">Romania just passed a milestone that would have looked improbable two years ago. The country now has more than 1 GWh of operational battery storage, and on current trajectory it is set to beat its official 2030 storage target years ahead of schedule.<\/p>\n<p id=\"ember54\" class=\"ember-view reader-text-block__paragraph\">That should be a victory lap. Instead, it exposes a strange gap at the center of the Romanian market. The country&#8217;s own grid operator has calculated that integrating the renewables Romania is building will require up to 20 GWh of storage by 2030. Not 1. Not 2. Up to 20.<\/p>\n<p id=\"ember55\" class=\"ember-view reader-text-block__paragraph\">For storage developers and funds, that gap is the whole story. The target tells you what policy promised. The 20 GWh tells you what the system needs in practice. And the distance between the two is the runway.<\/p>\n<h3 id=\"ember56\" class=\"ember-view reader-text-block__heading-3\">The milestone, in numbers<\/h3>\n<p id=\"ember57\" class=\"ember-view reader-text-block__paragraph\">Romania has moved from pilot projects to a functioning battery market in a remarkably short time. Installed capacity has climbed from roughly 138 MW \/ 269 MWh to nearly 500 MW \/ 914 MWh, and then past the symbolic 1 GWh threshold, according to Energy Industry Review.<\/p>\n<p id=\"ember58\" class=\"ember-view reader-text-block__paragraph\">Transmission operator Transelectrica&#8217;s own register puts the market at around 599 MW across roughly 30 systems (excluding prosumers), with total capacity of about 1.13 GWh. The projects that pushed it over the line are getting larger. T\u00fcrkiye-based G\u00fcri\u015f completed a 98.6 MW \/ 196.4 MWh system in western Romania. Nova Power and Gas commissioned a 201.2 MW \/ 402.5 MWh facility in Flore\u0219ti, Cluj county, in December. Monsson&#8217;s CEM G\u0103lbiori 2 adds 54 MW \/ 120 MWh. The direction of travel is clear: from a handful of small units to grid-scale assets measured in hundreds of megawatt-hours.<\/p>\n<h3 id=\"ember59\" class=\"ember-view reader-text-block__heading-3\">The target it is about to beat<\/h3>\n<p id=\"ember60\" class=\"ember-view reader-text-block__paragraph\">Here is where the story turns.<\/p>\n<p id=\"ember61\" class=\"ember-view reader-text-block__paragraph\">Romania&#8217;s strategic and programmatic documents are conservative on storage. They point to a 2030 target of roughly 2 GW of power, with earlier planning figures around 1.2 GW \/ 2.4 GWh. By the standards of the country&#8217;s renewable ambitions, that is a modest number, and recent market analysis expects it to be exceeded by the end of 2026, not 2030.<\/p>\n<p id=\"ember62\" class=\"ember-view reader-text-block__paragraph\">Beating a national target four years early is usually a headline in itself. In Romania&#8217;s case it is almost a footnote, because the target was set far below what the power system requires.<\/p>\n<h3 id=\"ember63\" class=\"ember-view reader-text-block__heading-3\">The number that matters: up to 20 GWh<\/h3>\n<p id=\"ember64\" class=\"ember-view reader-text-block__paragraph\">The figure investors should anchor on comes from Transelectrica, not from a policy target.<\/p>\n<p id=\"ember65\" class=\"ember-view reader-text-block__paragraph\">In its system-adequacy analysis, the operator estimated that Romania will need battery storage totaling 2 GW to 4 GW of operating power, at roughly five hours of duration across the fleet. That works out to between 10 GWh and 20 GWh of capacity by 2030. The driver is simple arithmetic: Romania is adding renewables faster than the grid can comfortably absorb them, coal plants are retiring, and some gas capacity is closing too. Wind and solar are intermittent, forecasting is getting harder, and the operator has been blunt about the consequences: degrading frequency stability, rising blackout risk, and increasingly volatile cross-border flows.<\/p>\n<p id=\"ember66\" class=\"ember-view reader-text-block__paragraph\">Line the numbers up and the gap is stark. Romania has crossed 1 GWh today. Its official target sits near 2.4 GWh. Its grid operator says the system needs 10 to 20 GWh. In round terms, the need is an order of magnitude larger than the target the country is about to celebrate beating.<\/p>\n<p id=\"ember67\" class=\"ember-view reader-text-block__paragraph\">That is the runway. And 20 GWh is not a ceiling set by ambition. It is a floor set by physics, and it is dated to 2030, not to the end of the story.<\/p>\n<h3 id=\"ember68\" class=\"ember-view reader-text-block__heading-3\">Why the gap exists<\/h3>\n<p id=\"ember69\" class=\"ember-view reader-text-block__paragraph\">The gap is a direct consequence of how fast the rest of the system is moving. Romania added about 2.2 GW of solar in 2025 alone, taking cumulative installed solar above 7 GW, and the national plan points to 10 GW of solar by 2030 on the way to a 38.3% renewables share. Every gigawatt of intermittent generation added without storage increases congestion, deepens negative-price episodes at midday, and forces more curtailment.<\/p>\n<p id=\"ember70\" class=\"ember-view reader-text-block__paragraph\">Storage is the missing piece that turns that surplus into value. It shifts cheap midday solar into expensive evening peaks, absorbs imbalances, and provides the fast response the grid needs as conventional plants retire. The more renewables Romania builds, the wider the storage gap opens. That is why the operator&#8217;s need estimate runs so far ahead of the political target.<\/p>\n<h3 id=\"ember71\" class=\"ember-view reader-text-block__heading-3\">Why the runway is investable, and why in Romania<\/h3>\n<p id=\"ember72\" class=\"ember-view reader-text-block__paragraph\">A large need only becomes an opportunity if projects can earn a return and get financed. On both counts, Romania has become compelling.<\/p>\n<p id=\"ember73\" class=\"ember-view reader-text-block__paragraph\">Start with revenue. According to DNV&#8217;s early-2026 assessment, Romania&#8217;s day-ahead market averaged around 110 euros per MWh in 2025, with a maximum daily price spread of about 168 euros per MWh. Those are exactly the conditions in which batteries make money through arbitrage, and they sit on top of active balancing markets (aFRR, FCR and mFRR) that pay storage for fast, flexible response. High volatility plus rising solar penetration is the textbook setup for merchant storage returns, and Romania has both.<\/p>\n<p id=\"ember74\" class=\"ember-view reader-text-block__paragraph\">Then add capital. In March 2026 the European Commission approved a 150 million euro Romanian state aid scheme, financed through the EU Modernisation Fund, to support at least 2,174 MWh of new standalone battery capacity through competitive tender. It is Romania&#8217;s first scheme under the EU&#8217;s new Clean Industrial Deal State Aid Framework, and it signals that storage is now treated as system infrastructure, not just a private bet. That sits alongside earlier recovery-plan funding that backed more than 1.5 GWh of projects, and direct institutional support such as the EBRD&#8217;s financing of the 127 MW \/ 254 MWh Scornice\u0219ti project, partly guaranteed under InvestEU.<\/p>\n<p id=\"ember75\" class=\"ember-view reader-text-block__paragraph\">Most importantly, the framework grew up in 2026. As of mid-2026, storage is written into Romania&#8217;s primary electricity legislation, into ANRE&#8217;s licensing rules, into the grid connection regime, and into a new capacity allocation mechanism. From 1 January 2026, grid capacity for sites of at least 5 MW is allocated through an auction-based process that explicitly recognizes standalone storage and storage paired with generation. In a single regulatory meeting in February 2026, ANRE approved around 850 MW of new generation and 596 MW of storage, the largest being a 550 MW solar plant with 534 MW of storage. Storage in Romania has moved from policy slideware to a licensed, fundable asset class.<\/p>\n<p id=\"ember76\" class=\"ember-view reader-text-block__paragraph\">The pipeline reflects it. Enery is building the Ogrezeni hybrid plant, pairing 761 MW of solar with a 534 MW battery of more than 1 GWh, backed by a 460 million euro financing package from a consortium including UniCredit and ING. Developers including R.Power, Premier Energy, PNE, Korkia and VLA Energy are advancing standalone and co-located projects, and platforms such as Aukera are developing a 2 GW Romanian BESS pipeline on their own. A prosumer battery mandate, layered on top of a large and fast-growing prosumer base, adds structural demand from the bottom of the market up. The pipeline already dwarfs the official target, which is precisely the point.<\/p>\n<h3 id=\"ember77\" class=\"ember-view reader-text-block__heading-3\">The constraints worth naming<\/h3>\n<p id=\"ember78\" class=\"ember-view reader-text-block__paragraph\">An honest read has to name the friction, because it decides who wins.<\/p>\n<p id=\"ember79\" class=\"ember-view reader-text-block__paragraph\">Revenue design is the biggest one. Romania does not yet have a dedicated long-term revenue mechanism for storage, unlike Greece, which awarded around 900 MW of standalone BESS availability-style contracts, or the United Kingdom with its capacity market. Today, Romanian storage revenue is largely merchant, from arbitrage and balancing, which is real but volatile. Grants can catalyse early projects, but they do not replace market design, and lenders still want more clarity on long-term flexibility procurement, balancing-market access, network tariffs and curtailment treatment.<\/p>\n<p id=\"ember80\" class=\"ember-view reader-text-block__paragraph\">Grid connection is the second. In storage, location is everything: a battery in the wrong node, with the wrong access rights, can look excellent in a model and still fail in financing. The new auction-based allocation adds welcome discipline, but also a new competitive hurdle.<\/p>\n<p id=\"ember81\" class=\"ember-view reader-text-block__paragraph\">There are structural gaps too. Romania is not yet a member of the Association of Issuing Bodies, so its guarantees of origin are not internationally transferable, which narrows the pool of PPA buyers. And regional competition is real: Bulgaria has approved roughly 587 million euros for about 9.71 GWh of standalone projects under its RESTORE programme, and is ahead on installed capacity. Romania competes less on grant generosity and more on market fundamentals and the sheer scale of its runway.<\/p>\n<p id=\"ember82\" class=\"ember-view reader-text-block__paragraph\">Finally, a note of discipline on the headline number itself. The 20 GWh is a statement of system need, not a procurement commitment. No one is guaranteed to be paid to build it. Investors should underwrite on market fundamentals, revenue stack and grid position, and treat the operator&#8217;s need estimate as the size of the opportunity, not as a purchase order.<\/p>\n<h3 id=\"ember83\" class=\"ember-view reader-text-block__heading-3\">Momentum Energy&#8217;s View<\/h3>\n<p id=\"ember84\" class=\"ember-view reader-text-block__paragraph\">We think the official target is the wrong yardstick, and that the market is quietly telling you so.<\/p>\n<p id=\"ember85\" class=\"ember-view reader-text-block__paragraph\">When a grid operator states that the system needs 10 to 20 GWh of storage while the country celebrates beating a 2.4 GWh target, the operator&#8217;s number is the one that describes the real total addressable market. Even that figure is a floor tied to 2030, not an endpoint. The opportunity in Romanian storage is not the target. It is the runway beyond it, and that runway is measured in gigawatt-hours the system does not yet have.<\/p>\n<p id=\"ember86\" class=\"ember-view reader-text-block__paragraph\">What makes Romania stand out is the rare combination behind that runway. There is real merchant revenue, built on genuine price spreads rather than theoretical ones. There is EU grant support to de-risk the first wave of projects. There is a legal and grid framework that matured decisively in 2026. And there is a system operator publicly asking for roughly ten to twenty times the storage the country has today. It is unusual to find all four in a single market.<\/p>\n<p id=\"ember87\" class=\"ember-view reader-text-block__paragraph\">We would pair that optimism with realism. For now this is a merchant-led market, so revenue strategy and grid-node discipline separate the winners from the spreadsheets. The projects that will outperform are those that combine a strong grid position with a credible, layered route to market: grants where available, balancing and arbitrage today, and corporate PPAs as the guarantees-of-origin framework matures. That is where local knowledge and careful structuring earn their keep.<\/p>\n<p id=\"ember88\" class=\"ember-view reader-text-block__paragraph\">From where we sit, Romania is one of the most compelling battery build-out markets in the European Union, not in spite of the gap between its target and its need, but because of it. The country is about to beat a number that was never big enough.
