It is the starting gun on a clock that most bid documents barely mention: a 36 month window from contract signing to commercial operation, backed by a performance bond that gets enforced the moment a project falls short of 90% of its awarded capacity. Romania has now allocated 4.2 GW of solar and wind capacity through two CfD rounds, comfortably beating its 3.5 GW target. The harder question for anyone underwriting these projects is no longer whether Romania wants the capacity built. It is whether there is enough EPC capacity, skilled labour and hardware, especially transformers and turbine components, in the market to build it on time.<\/p>\n<p id=\"ember194\" class=\"ember-view reader-text-block__paragraph\">That question is worth asking now, in 2026, while procurement decisions are still being made, not in 2028 when the first wave of performance bonds comes due.<\/p>\n<h2 id=\"ember195\" class=\"ember-view reader-text-block__heading-2\">What Romania Actually Awarded<\/h2>\n<p id=\"ember196\" class=\"ember-view reader-text-block__paragraph\">Romania&#8217;s CfD mechanism is a two way contract: when the wholesale market price sits below the strike price, the state tops up the generator; when it sits above, the generator pays back the difference. Contracts run for up to 15 years from the start of payments, and the scheme is funded through the EU&#8217;s Modernisation Fund.<\/p>\n<p id=\"ember197\" class=\"ember-view reader-text-block__paragraph\">The results so far show real competitive tension. Across the CfD rounds run to date, solar strike prices have cleared as low as EUR 35 to 51\/MWh on a weighted average basis, well below the roughly EUR 73 to 78\/MWh price cap, while wind has cleared around EUR 65\/MWh against an EUR 82\/MWh cap. The first round, decided in December 2024, and the second, concluded in August 2025 with 2,751 MW awarded, brought the combined total to 4.2 GW, ahead of the original 3.5 GW target, on bids that reportedly covered more than 5,500 MW of proposed capacity. A wind only third round added a further 316 MW at the end of 2025. The government has signalled that the remainder of a wider 5 GW ambition is still to come.<\/p>\n<p id=\"ember198\" class=\"ember-view reader-text-block__paragraph\">Since 2024, the EBRD alone has put EUR 350 million of its own capital behind these auctions and helped mobilise roughly EUR 1.25 billion in additional investment, part of an almost EUR 12 billion Romanian portfolio. That is not speculative capital. It is capital that expects delivery.<\/p>\n<h2 id=\"ember199\" class=\"ember-view reader-text-block__heading-2\">The Clock That Actually Matters: The COD Deadline<\/h2>\n<p id=\"ember200\" class=\"ember-view reader-text-block__paragraph\">The detail that gets lost in headline capacity numbers is the delivery timeline attached to every award. Under the scheme&#8217;s rules, a winning project&#8217;s target commissioning date cannot exceed 36 months from the anticipated signing of its CfD contract. For the first auction, contracts were due to be signed by 20 January 2025, which puts the COD deadline for that batch at roughly early 2028. The second round, concluded in August 2025, lands on a similar horizon.<\/p>\n<p id=\"ember201\" class=\"ember-view reader-text-block__paragraph\">Miss it, and the consequence is not just a delayed project. Performance bonds of EUR 75,000 per MW can be enforced if a project commissions less than 90% of its awarded capacity, and running past the target commissioning date carries its own contractual penalty, a shortened remaining contract term. For a 200 MW project, that bond alone is EUR 15 million of exposure sitting behind the construction schedule.<\/p>\n<p id=\"ember202\" class=\"ember-view reader-text-block__paragraph\">This is not a hypothetical stress test. Real projects awarded in the first CfD round are already public about their build timelines, and they confirm just how tight the window is. Scatec&#8217;s 190 MW Dobrun and Sadova solar portfolio, financed through its first CfD auction win, reached financial close in early 2026 with commercial operations targeted for the second half of 2027, roughly two and a half years after award. Greenvolt&#8217;s 253 MW Wind Rose wind project in Ialomi\u021ba county secured a EUR 348 million financing package from a six bank consortium (UniCredit, Erste, Raiffeisen, Soci\u00e9t\u00e9 G\u00e9n\u00e9rale, BRD and Siemens Bank) in early 2026, also targeting commercial operation in 2027. Both timelines sit inside the 36 month rule, but with limited room for slippage.<\/p>\n<h2 id=\"ember203\" class=\"ember-view reader-text-block__heading-2\">Where the Delivery Risk Actually Sits<\/h2>\n<p id=\"ember204\" class=\"ember-view reader-text-block__paragraph\">Three separate pressure points converge on that construction window, and only one of them is specific to Romania.<\/p>\n<p id=\"ember205\" class=\"ember-view reader-text-block__paragraph\">The first is global equipment supply. Large power transformers, the single most consequential long lead item on any grid connected renewable project, now carry lead times of 48 to 60 months in North America and Europe, up from 12 to 14 months before the pandemic, driven by shortages of grain oriented electrical steel, limited qualified suppliers of bushings and tap changers, and a global fleet of transformer manufacturers already running near 70% utilisation. For wind, the picture is similar: blade factories are close to capacity, global nacelle production is expected to fall short of demand outside China from the mid-2020s onward, and monopile and foundation bottlenecks are projected to intensify in the European supply chain from 2026. None of this is a Romania problem. It is a Europe wide, and in transformers a genuinely global, capacity constraint that every developer building on a fixed COD deadline now has to plan around years in advance rather than months.<\/p>\n<p id=\"ember206\" class=\"ember-view reader-text-block__paragraph\">The second is domestic grid and administrative capacity. Transelectrica is introducing a new capacity allocation system in 2026 that will restrict new connections by area rather than through blanket grid usage charges, a direct response to the strain that rapid prosumer growth put on the network in 2024. EPC contractors active in the market point to a more mundane but equally real bottleneck: the sheer administrative load of documenting and energising plants, which can stall a technically finished project for weeks if a contractor lacks the back office capacity to keep pace. Lenders financing these projects have separately flagged a shortage of EPC contractors with genuine international delivery experience, particularly for banks that want early design phase involvement to reduce execution risk.<\/p>\n<p id=\"ember207\" class=\"ember-view reader-text-block__paragraph\">The third is workforce. Panels can be imported and transformers can, eventually, be delivered, but commissioning a plant still requires trained technicians, and industry voices at 2026&#8217;s Intersolar workshop pointed to a real skills gap, with training programmes only beginning to move workers from sectors like mining into renewable energy roles.<\/p>\n<h2 id=\"ember208\" class=\"ember-view reader-text-block__heading-2\">The Counter Evidence: Romania&#8217;s EPC Base Is Not Where It Was<\/h2>\n<p id=\"ember209\" class=\"ember-view reader-text-block__paragraph\">None of this means Romania is a weak place to build. The more useful comparison is not Romania against an ideal, it is Romania against other CfD and auction markets facing the same global equipment constraints, and on that comparison the picture looks better than the risk list alone suggests.<\/p>\n<p id=\"ember210\" class=\"ember-view reader-text-block__paragraph\">Industry analysis presented at Intersolar in 2026 described Romania as &#8220;no longer an outsider&#8221; in European solar, with local EPC contractors having moved from subcontracted labour to fully bankable, lead contractor status, in some cases now exporting that expertise into Germany and Italy while keeping their home base in Romania. Local capability in adjacent areas, including early stage battery manufacturing, is also emerging rather than entirely absent. And the financing side of the market is already answering the delivery question with real capital: a six bank consortium underwriting a 253 MW wind project to a 2027 COD, and a listed developer taking a 190 MW solar portfolio to financial close on the same timeline, are both bets that Romania&#8217;s EPC and grid ecosystem can execute inside the 36 month rule, not just that the CfD economics are attractive.<\/p>\n<h2 id=\"ember211\" class=\"ember-view reader-text-block__heading-2\">The Case for Romania<\/h2>\n<p id=\"ember212\" class=\"ember-view reader-text-block__paragraph\">Put together, the honest read is this. The equipment risk behind Romania&#8217;s 4.2 GW of awarded capacity is largely a global risk that every European market building renewables against a fixed deadline is currently absorbing, not a Romania specific defect. What is Romania specific is that the delivery risk here is unusually visible and already being priced by serious capital, rather than hidden behind vague completion targets. Investors underwriting exposure to this pipeline should be stress testing EPC contractor capacity, transformer and turbine procurement timelines, and grid allocation status project by project, because that is now a bigger determinant of returns than the strike price on the CfD contract itself. On that specific test, a market with a maturing local EPC base, early proof of bank financed 2027 completions, and a government actively working through its next 5 GW ambition is a reasonable place to be underweight on hidden risk relative to markets where the same global equipment constraints exist with far less transparency about who is actually building.<\/p>\n<h2 id=\"ember213\" class=\"ember-view reader-text-block__heading-2\">Momentum Energy&#8217;s View<\/h2>\n<p id=\"ember214\" class=\"ember-view reader-text-block__paragraph\">We build solar projects in Romania, which means the 36 month clock described above is not an abstraction for us, it is a schedule we manage against on every live project.
