How a Hydro-and-Nuclear Backbone Makes the Country&#8217;s Solar the Safest Merchant Bet in CEE."},"content":{"rendered":"<p id=\"ember52\" class=\"ember-view reader-text-block__paragraph\">Ask a merchant-exposed solar investor in Hungary how their capture prices have moved since 2021 and you will get an uncomfortable answer. Ask the same question in Romania, and the answer is a different story entirely, and the reason is not luck. It is what sits underneath the solar on the grid.<\/p>\n<p id=\"ember53\" class=\"ember-view reader-text-block__paragraph\">Romania&#8217;s solar boom is real: roughly 7 GW of installed capacity, a new commercial output record of 2,048 MW set in March 2026, and prosumer additions running close to 1 GW a year. Every one of those numbers, taken alone, should worry a merchant investor, because rapid solar buildout is exactly what has hollowed out capture prices elsewhere in the region. What makes Romania different is what happens underneath that curve: 26% of the country&#8217;s generation comes from hydro and another 19% from nuclear, a combined 45% baseload and flexible backbone that is actively being expanded, not run down. That combination is why Romania&#8217;s negative-price episodes remain rare and shallow while comparable markets are watching their solar economics erode in real time.<\/p>\n<h2 id=\"ember54\" class=\"ember-view reader-text-block__heading-2\">What Solar Alone Looks Like Next Door<\/h2>\n<p id=\"ember55\" class=\"ember-view reader-text-block__paragraph\">Hungary is the clearest cautionary tale in the region. Solar capacity there exploded from 700 MW in 2018 to roughly 8 GW by 2025, taking solar&#8217;s share of generation from 2% to 18% in seven years. The result has been a collapse in what solar actually earns: capture prices, the average price producers actually receive relative to the baseline, fell from 90% in 2020\/21 to just 55% in the first half of 2025. Only about 1.4 GW of Hungary&#8217;s 4.6 GW-plus of larger solar assets is even exposed to the market through PPAs or spot trading, the rest sits on fixed feed-in tariffs with no incentive to curtail during oversupply, which makes the price collapse worse for everyone still exposed to it. With conventional capacity falling from 9.5 GW in 2012 to 6.7 GW in 2025, limited hydro resources and an inflexible nuclear fleet at Paks that cannot ramp to follow midday solar swings, Hungary now spends roughly EUR 1.5 billion a year importing power while earning about EUR 32 million on exports, effectively selling its own solar surplus cheaply and buying it back expensive hours later.<\/p>\n<p id=\"ember56\" class=\"ember-view reader-text-block__paragraph\">Poland tells a subtler version of the same story. Its coal-heavy generation mix has, for now, kept solar capture factors higher than Western Europe, but the trend line still points down: capture factors fell from around 0.54 to 0.40 between April 2025 and April 2026, a 25% decline in a single year, even as coal continues to do the work that a flexible clean backbone would otherwise do. That is not a durable advantage. It is a temporary one, propped up by a generation source Poland is trying to phase out.<\/p>\n<h2 id=\"ember57\" class=\"ember-view reader-text-block__heading-2\">Romania&#8217;s Backbone, By the Numbers<\/h2>\n<p id=\"ember58\" class=\"ember-view reader-text-block__paragraph\">Romania&#8217;s negative-price events are genuinely different in character. Its first negative-price episode of one recent year involved just five hours out of twenty-four, with the daily average still a firmly positive EUR 76.54 per MWh. On the day Romania set its March 2026 solar output record, with commercial solar hitting 2,048 MW and total solar output including prosumers reaching an estimated 4,000 MW, roughly two-thirds of instantaneous demand, only three hourly intervals turned negative, the first time that had happened all year. Compare that with Spain, where negative-price hours in the first quarter of 2026 alone reached 347, more than the entire EU-27 total just three years earlier, or with Slovenia, where negative hours went from 219 in a full year to 72 before the region had even entered its highest-output season.<\/p>\n<p id=\"ember59\" class=\"ember-view reader-text-block__paragraph\">The reason is structural. Romania&#8217;s nuclear plant at Cernavod\u0103, with two reactors totalling 1,300 MWe, already supplies close to a fifth of the country&#8217;s electricity, and it is being expanded rather than wound down: Unit 1&#8217;s refurbishment, backed by a EUR 1.9 billion contract, extends its operating life by at least 25 years, with construction starting in 2027, while two new 720 MWe units under a EUR 3.2 billion engineering contract are targeted for commercial operation in 2030 and 2031. On the hydro side, Hidroelectrica is not just running its existing fleet, it is adding flexibility to it: a new 50-50 joint venture with EDF will develop the long-delayed 1 GW Tarni\u021ba-L\u0103pu\u0219te\u0219ti pumped storage plant, a further 300 MW pumped storage facility at Frasin-P\u00e2ng\u0103ra\u021bi is planned, and battery retrofits at existing hydro and wind sites are part of a push toward roughly 2.2 GW of national storage capacity by the end of 2026. This is a backbone that is getting more flexible, not less, at exactly the moment solar needs it to be.<\/p>\n<h2 id=\"ember60\" class=\"ember-view reader-text-block__heading-2\">Why Hydro-Plus-Nuclear Is a Different Kind of Buffer Than Coal-Plus-Low-Solar<\/h2>\n<p id=\"ember61\" class=\"ember-view reader-text-block__paragraph\">Poland&#8217;s current advantage rests on a generation source with an expiry date and a still-thin appetite for solar, which is exactly why its capture factors are already sliding even at solar penetration levels well below Romania&#8217;s. Romania&#8217;s buffer works differently: hydro is dispatchable and, with pumped storage, genuinely flexible in a way coal is not, and nuclear, while less flexible than hydro, is low marginal cost, always-on generation that does not depend on fuel imports or a phase-out timeline. Nordic markets offer a useful proof of concept from outside the region: Sweden&#8217;s SE2 zone and Finland saw negative-price hours fall back to zero even as solar and wind kept growing, a pattern regional analysts attribute directly to hydro storage dynamics rather than to demand growth or reduced renewable output.<\/p>\n<h2 id=\"ember62\" class=\"ember-view reader-text-block__heading-2\">The Honest Caveat<\/h2>\n<p id=\"ember63\" class=\"ember-view reader-text-block__paragraph\">None of this makes Romania immune, and a fair reading of the data says the advantage is conditional, not permanent. France is the clearest warning on that point: its own large nuclear fleet has become part of the problem rather than the solution, because when nuclear output stays high during sunny midday hours, it leaves less room in the merit order for solar, and French capture factors collapsed from 0.42 to 0.10 in a single year as a result. Spain shows the other failure mode: even strong hydro resources were not enough once solar buildout outpaced the system&#8217;s ability to absorb it, and capture factors there fell from 0.71 to 0.18 in February alone. Romania&#8217;s advantage today rests on the fact that its solar penetration, around 9% of generation, has not yet caught up with its 45% hydro-and-nuclear base the way it has in Hungary or Spain. At close to 1 GW of new solar capacity a year, that gap will close over time, and the pumped storage and nuclear additions underway are best understood as a race to keep the flexible backbone growing at least as fast as the solar it needs to absorb.<\/p>\n<h2 id=\"ember64\" class=\"ember-view reader-text-block__heading-2\">The Case for Romania<\/h2>\n<p id=\"ember65\" class=\"ember-view reader-text-block__paragraph\">Weighed against its regional peers, Romania is, for now, the more defensible merchant solar market in CEE, not because it lacks solar growth but because it pairs that growth with a backbone that is being actively reinforced rather than depleted. Hungary shows what happens when solar scales faster than the system&#8217;s ability to absorb it. Poland shows what a temporary, carbon-heavy buffer looks like as it erodes. Romania&#8217;s combination of dispatchable hydro, pumped storage under construction, and an expanding nuclear fleet gives merchant-exposed investors a genuinely different risk profile today, provided they keep watching the one number that matters most: how fast new solar capacity is being added relative to the flexible capacity coming online alongside it.<\/p>\n<h2 id=\"ember66\" class=\"ember-view reader-text-block__heading-2\">Momentum Energy&#8217;s View<\/h2>\n<p id=\"ember67\" class=\"ember-view reader-text-block__paragraph\">We build and manage solar assets in a market where the generation mix, not just the irradiation map, is the real determinant of long-term merchant value, and the data here matches what we see in our own asset performance: Romanian solar is capturing a meaningfully higher share of baseline price than the cautionary examples elsewhere in the region.
