Twelve projects made it through, requesting a combined 491 MW of connection capacity across solar, wind, hybrid and battery storage. That is the appetizer. The number that actually matters to anyone underwriting a Romanian renewables or storage project, what one megawatt of firm grid connection is worth in hard cash, will only be revealed when daily auction sessions open on 30 October 2026.<\/p>\n<p id=\"ember53\" class=\"ember-view reader-text-block__paragraph\">For developers, infrastructure funds and project lenders, this is not a niche regulatory update. Grid congestion has quietly become the binding constraint on new renewable and storage capacity across most of Central and Eastern Europe, and Romania is now the country running the region&#8217;s most closely watched live test of pricing that constraint through a public auction rather than a first-come, first-served queue.<\/p>\n<h3 id=\"ember54\" class=\"ember-view reader-text-block__heading-3\">What the eligible list actually shows<\/h3>\n<p id=\"ember55\" class=\"ember-view reader-text-block__paragraph\">By the 14 July 2026 deadline, developers had submitted technical studies, land rights and preliminary permitting evidence for projects of 5 MW or larger, the threshold above which the new auction regime applies. Ten days later, Transelectrica published the shortlist. The 491 MW breaks down like this:<\/p>\n<p id=\"ember56\" class=\"ember-view reader-text-block__paragraph\">\n<ul>\n<li>Romgaz, Romania&#8217;s state-controlled gas producer, entered three projects: two 20 MW solar-plus-storage parks in central Romania and a 100 MW stand-alone storage facility at Iernut, all targeting commissioning in 2028.<\/li>\n<li>Hessmaier SRL, linked to Turkey&#8217;s FIBA Holding and Anchor Group, entered four projects: two 49 MW hybrid wind-solar parks in Dobrogea and Oltenia, plus two solar-plus-storage projects of 49 MW and 50 MW in southern Romania, targeting completion after 2030.<\/li>\n<li>Energy Capital Group, tied to Turkey&#8217;s Mogan Enerji and the G\u00dcR\u0130\u015e group, entered a 51 MW storage project in western Romania for 2028, adding to the 200 MWh facility it already operates at Iaz, in Cara\u0219-Severin county.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p id=\"ember57\" class=\"ember-view reader-text-block__paragraph\">That mix, a state utility plus two well-capitalized Turkish investment groups, tells you who currently believes Romanian grid capacity is worth queuing for. It says nothing yet about what they, or anyone else, are willing to pay for it.<\/p>\n<h3 id=\"ember58\" class=\"ember-view reader-text-block__heading-3\">Why Transelectrica built an auction in the first place<\/h3>\n<p id=\"ember59\" class=\"ember-view reader-text-block__paragraph\">Under the old first-come, first-served regime, developers could reserve grid capacity years ahead of an actual investment decision, at negligible cost. Regulators across the region have watched this turn into land banking: capacity gets reserved, projects stall, and genuinely investable projects sit in a queue behind reservations that may never get built. Romania&#8217;s answer, formalized through ANRE Order no. 53\/2024 and Article 25 of Law no. 123\/2012, replaces the queue with annual competitive auctions for any generation or storage project of 5 MW or above. The stated goal, echoed across Romanian energy coverage of the reform, is to keep speculative applicants out and let scarce capacity flow to projects that can actually reach commissioning.<\/p>\n<h3 id=\"ember60\" class=\"ember-view reader-text-block__heading-3\">The mechanics developers need to underwrite now<\/h3>\n<p id=\"ember61\" class=\"ember-view reader-text-block__paragraph\">The timeline is public and, at this point, largely locked in:<\/p>\n<p id=\"ember62\" class=\"ember-view reader-text-block__paragraph\">\n<ul>\n<li>Network capacity study completed: 30 June 2026<\/li>\n<li>Application window: 1 to 14 July 2026<\/li>\n<li>Finalized eligible applicant list published: 24 July 2026, which is where the process stands today<\/li>\n<li>Updated development study and participant list: 23 October 2026<\/li>\n<li>Daily bidding sessions begin: 30 October 2026, running weekdays from 08:00 to 13:00 for each year&#8217;s available capacity<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p id=\"ember63\" class=\"ember-view reader-text-block__paragraph\">A winning bid buys a 10-year allocation of connection rights beginning two years after the auction, which is why this round&#8217;s projects are aiming at 2028 commissioning at the earliest.<\/p>\n<p id=\"ember64\" class=\"ember-view reader-text-block__paragraph\">Two financial commitments sit on top of the bid itself. A participation guarantee of EUR 20,000 per MW is due simply to enter the 2026 auctions, from 2027 that drops to whichever is lower: the same figure, or the weighted-average clearing price from that year&#8217;s completed auctions. A performance guarantee equal to 1 percent of the contract value is then required before signing the allocation agreement, with a minimum of 20 percent of the connection fee due within 30 days of signing and the balance due within four months. Miss the 12-month deadline from signing the connection agreement, or the 18-month deadline tied to the connection offer, and both the authorization and the guarantee are forfeited.<\/p>\n<p id=\"ember65\" class=\"ember-view reader-text-block__paragraph\">The opening bid itself is not arbitrary. Transelectrica sets it by dividing the total estimated cost of the additional network development works a connection requires by the total available capacity, expressed in megawatts. The floor price, in other words, is tied to what the grid operator actually has to spend to make the connection possible. Competitive bidding is then designed to push the price for scarce nodes above that floor.<\/p>\n<h3 id=\"ember66\" class=\"ember-view reader-text-block__heading-3\">What one megawatt of connection is really worth<\/h3>\n<p id=\"ember67\" class=\"ember-view reader-text-block__paragraph\">None of the mechanics above answer the question every bidder actually needs answered: how much should you bid for a megawatt without quietly destroying your project&#8217;s return. That number is not the starting price, and it is not simply whatever the guarantee costs. It sits closer to three things netted against each other: the net present value a secured grid slot adds to your specific project, by removing years of queue risk and letting you monetize generation or storage on your assumed schedule, minus the expected cost of forfeiture if permits, financing or construction slip past the 12 and 18-month deadlines, minus the cost of capital tied up in a EUR 20,000-per-MW guarantee for however long it sits with Transelectrica before conversion or release.<\/p>\n<p id=\"ember68\" class=\"ember-view reader-text-block__paragraph\">For a fund or lender underwriting the debt behind a bid, the sharper question is whether the borrower&#8217;s permit and financial close timeline realistically clears those deadlines, because a forfeited guarantee is a first-loss event that shows up well before the project itself does. Bid too low, and a better-capitalized competitor, a Romgaz or a Turkish-backed developer with a lower cost of capital, takes the slot instead. Bid too high relative to the project&#8217;s own economics, and the megawatt you win is worth less to you than what you paid for it. The October sessions are the first point at which real prices, set by real bidders with real capital at stake, replace all of this modeling with an actual market clearing number.<\/p>\n<h3 id=\"ember69\" class=\"ember-view reader-text-block__heading-3\">Does this make Romania the right bet in the region<\/h3>\n<p id=\"ember70\" class=\"ember-view reader-text-block__paragraph\">It is genuinely too early to call October&#8217;s results a verdict on Romania as an investment destination. The auction has not happened yet, and analysts covering the wider region point out that grid access, not generation capacity, is now the real constraint on renewable growth across Central and Eastern Europe. What the eligible list stage does show is that Romania has moved further than most regional peers toward making that constraint transparent and priced, rather than managed informally behind closed doors. A public, dated, rules-based auction with disclosed guarantee levels and a published pricing formula gives developers, funds and lenders something concrete to underwrite against, which is not the case everywhere in the region.<\/p>\n<p id=\"ember71\" class=\"ember-view reader-text-block__paragraph\">The demand signal in the first eligible list matters too: a state utility and two international investment groups did not queue for 491 MW of Romanian grid capacity by accident. Whether that confidence is well placed will depend on execution. Transelectrica&#8217;s own network capacity study was only finalized at the end of June, later than the regime&#8217;s original January 2026 start date implied, and on whether October&#8217;s clearing prices land at levels that still leave room for investable project returns. Romania&#8217;s reform is a credible structural improvement. It is not yet a completed proof of value.<\/p>\n<h3 id=\"ember72\" class=\"ember-view reader-text-block__heading-3\">Momentum Energy&#8217;s View<\/h3>\n<p id=\"ember73\" class=\"ember-view reader-text-block__paragraph\">From where we sit, the direction of this reform is the right one, and Romania deserves credit for building an actual pricing mechanism instead of leaving grid access to negotiation and queue position. A transparent auction, even an imperfect one, gives serious developers something first-come-first-served queues never offered: a number to underwrite against, and a deadline structure that punishes speculation rather than genuine project delivery. We will be watching the 30 October clearing prices closely, because they will tell the market, for the first time in hard currency terms, what grid access in Romania is actually worth.
