Here is what the largest solar project in the European Union tells investors, EPC contractors and asset owners about where Romania&#8217;s renewable market is heading.<\/em><\/p>\n<p id=\"ember53\" class=\"ember-view reader-text-block__paragraph\">Romania has just authorised what will be the largest solar power plant in the European Union, and the capacity figure is the least interesting number in the story.<\/p>\n<p id=\"ember54\" class=\"ember-view reader-text-block__paragraph\">ANRE, Romania&#8217;s National Energy Regulatory Authority, has issued the setting-up authorisation for Dama Solar in Arad County. It clears Rezolv Energy to build. Design optimization has lifted the project from its original 1.04 GW to roughly 1.2 GW, and commercial operation is targeted for 2028.<\/p>\n<p id=\"ember55\" class=\"ember-view reader-text-block__paragraph\">That headline will travel. The part that matters to anyone deploying capital in Romanian solar is underneath it.<\/p>\n<p id=\"ember56\" class=\"ember-view reader-text-block__paragraph\"><strong>The project in numbers<\/strong><\/p>\n<p id=\"ember57\" class=\"ember-view reader-text-block__paragraph\">Dama Solar sits across the communes of Pilu and Gr\u0103niceri in Arad County, in western Romania near the Hungarian border, on more than 1,000 hectares. Rezolv Energy took over the development rights in November 2022. The build is held through the project company West Power Investments, and the authorisation was issued in August 2026.<\/p>\n<p id=\"ember58\" class=\"ember-view reader-text-block__paragraph\">The original blueprint paired 1.04 GW of solar generation with a 135 MW battery energy storage system, which would make it one of the largest battery assets in the country. The project holds two Contracts for Difference from Romania&#8217;s second Ministry of Energy auction, including a 520 MW tranche at around EUR 42\/MWh over 15 years. Reported output is enough for more than 280,000 households, with over 500 jobs expected across a three-year construction period.<\/p>\n<p id=\"ember59\" class=\"ember-view reader-text-block__paragraph\">For scale: Witznitz in eastern Germany, commissioned in 2024 on a former open-pit coal mine, took the European title at 605 MW. Dama is roughly double that.<\/p>\n<p id=\"ember60\" class=\"ember-view reader-text-block__paragraph\">There is also an 82-hectare protected natural area inside the site boundary, described as one of the largest private-led ecological restoration schemes attached to a solar development in Southeast Europe. That is close to eight percent of the site given over to habitat rather than modules.<\/p>\n<p id=\"ember61\" class=\"ember-view reader-text-block__paragraph\"><strong>Why the ANRE authorisation is not a formality<\/strong><\/p>\n<p id=\"ember62\" class=\"ember-view reader-text-block__paragraph\">It is easy to read a regulatory approval as paperwork. This one is not. Romania&#8217;s setting-up authorisation generally requires a developer to demonstrate that financing for construction is available, which means the permit and the capital stack move together rather than in sequence.<\/p>\n<p id=\"ember63\" class=\"ember-view reader-text-block__paragraph\">Rezolv is backed by Actis, itself majority-owned by General Atlantic, and in December 2025 Mubadala committed around EUR 300 million to the platform. Financing conversations have been reported with the EIB, the EBRD and the IFC. Rezolv has roughly 750 MW under construction across Romania and Bulgaria and about 1.5 GW in advanced development.<\/p>\n<p id=\"ember64\" class=\"ember-view reader-text-block__paragraph\">In other words, the authorisation is the point at which a project stops being a development story and becomes a procurement and construction story. Financial close is expected to release the build.<\/p>\n<p id=\"ember65\" class=\"ember-view reader-text-block__paragraph\"><strong>Why Romania, and why the west of it<\/strong><\/p>\n<p id=\"ember66\" class=\"ember-view reader-text-block__paragraph\">Romania added 2.2 GW of solar in 2025 and roughly 1.8 GW in the first eight months of 2026, split between utility scale and a fast-growing prosumer segment. Installed solar capacity now exceeds 8.5 GW. On current trajectory Romania will hit its 10 GW National Energy and Climate Plan target for 2030 sometime in 2027, three years early.<\/p>\n<p id=\"ember67\" class=\"ember-view reader-text-block__paragraph\">The reasons are unglamorous and durable: strong irradiation, genuinely available land at agricultural prices, permitting that is now among the faster processes in Europe, and a Contract for Difference framework that has cleared real volume at real prices. Romania&#8217;s second CfD auction allocated 1.49 GW of solar at an average strike of EUR 40.35\/MWh. That is a competitive number anywhere in Europe, and it was bid by developers who had already priced Romanian construction and grid costs.<\/p>\n<p id=\"ember68\" class=\"ember-view reader-text-block__paragraph\">Arad adds a specific advantage. Western Romania sits close to the Hungarian border and to interconnection with the wider Central European market, which matters for a plant whose output will need somewhere to go on sunny spring weekends.<\/p>\n<p id=\"ember69\" class=\"ember-view reader-text-block__paragraph\"><strong>The number that matters more than 1.2 GW<\/strong><\/p>\n<p id=\"ember70\" class=\"ember-view reader-text-block__paragraph\">On 28 March 2026, commercial solar output in Romania hit a record 2,048 MW. Including prosumers, solar covered roughly two thirds of instantaneous demand. The same weekend produced the first three hours of negative day-ahead prices of the year.<\/p>\n<p id=\"ember71\" class=\"ember-view reader-text-block__paragraph\">That is the real context for Dama Solar. Solar is now Romania&#8217;s largest single source of electricity and regularly meets between a quarter and more than half of daytime demand. Every gigawatt added compresses the capture price of every gigawatt already installed. A 15-year CfD on 520 MW is protection for part of the asset. The rest meets a market that is getting more volatile, not less.<\/p>\n<p id=\"ember72\" class=\"ember-view reader-text-block__paragraph\">This is not an argument against building. It is an argument about what you build alongside it.<\/p>\n<p id=\"ember73\" class=\"ember-view reader-text-block__paragraph\"><strong>Romania is quietly becoming a storage market<\/strong><\/p>\n<p id=\"ember74\" class=\"ember-view reader-text-block__paragraph\">Utility-scale battery capacity in Romania went from 494 MW and 914 MWh at the start of 2026 to about 1.1 GW and 2 GWh by August. ANRE data shows 143 projects totalling 9,147 MW in advanced development, with 36 projects and 2,050 MW scheduled to enter operation during 2026.<\/p>\n<p id=\"ember75\" class=\"ember-view reader-text-block__paragraph\">The economics explain the rush. ENTSO-E data places Romania fourth in Europe for daily battery revenue potential at around EUR 792 per MW, driven by the spread between peak and off-peak hours. Romania also removed the double taxation of stored electricity in July 2025, which materially improved project returns. Enery reached a EUR 460 million financing for its Ogrezeni project, pairing 761 MWp of solar with more than 1 GWh of storage, targeted for energisation by the end of 2027, with local contractor Enevo Group as EPC.<\/p>\n<p id=\"ember76\" class=\"ember-view reader-text-block__paragraph\">The pattern is clear. Romanian solar at scale is becoming Romanian solar plus storage, because the volatility that erodes an unhedged solar asset is the same volatility that pays a co-located battery.<\/p>\n<p id=\"ember77\" class=\"ember-view reader-text-block__paragraph\"><strong>The case against, stated plainly<\/strong><\/p>\n<p id=\"ember78\" class=\"ember-view reader-text-block__paragraph\">Grid queue congestion is real. Romanian network operators report 1,530 renewable projects totalling 91,118 MW in grid connection procedures, while expecting only 647 projects and 30,366 MW to be commissioned between 2026 and 2035. Roughly two thirds of the paper pipeline will not be built, and separating signal from noise is now a core diligence skill in this market.<\/p>\n<p id=\"ember79\" class=\"ember-view reader-text-block__paragraph\">Dama&#8217;s own design carries a version of the same tension. Reported peak capacity of around 1.24 GWp sits against a grid connection near 1.07 GW. That gap is a deliberate design choice, not an error, but it means clipping is engineered in, and yield assumptions need to reflect it.<\/p>\n<p id=\"ember80\" class=\"ember-view reader-text-block__paragraph\">And a project of this footprint, spread across two communes and more than a thousand hectares of agricultural land, has to be structured carefully around Romania&#8217;s land use rules. Scale on this site is an achievement of structuring as much as of engineering.<\/p>\n<p id=\"ember81\" class=\"ember-view reader-text-block__paragraph\"><strong>Momentum Energy&#8217;s View<\/strong><\/p>\n<p id=\"ember82\" class=\"ember-view reader-text-block__paragraph\">Most of the coverage of Dama Solar will treat it as a construction story. We read it as a revenue capture story, and we think that distinction will define which Romanian solar assets perform over the next twenty years.<\/p>\n<p id=\"ember83\" class=\"ember-view reader-text-block__paragraph\">Roughly 520 MW of this project has a contracted price for 15 years. The balance meets the merchant market in a country that has already recorded negative prices in 2026 and where solar can cover two thirds of instantaneous demand on a good spring Saturday. Over a 30-year asset life, the variable that moves valuation most is not module efficiency or EPC price per watt. It is capture rate, and capture rate is an asset management problem, not a construction problem.<\/p>\n<p id=\"ember84\" class=\"ember-view reader-text-block__paragraph\">Momentum Energy has developed renewable assets since 2005 and operated them for just as long. We manage a portfolio of around 370 wind turbines producing roughly 430 GWh a year, we service wind and solar PV assets on behalf of owners, we run power sales and hedging for the assets we manage, and in 2018 we completed one of the first technical lifetime extensions of an offshore wind farm, on Gotland in Sweden. Across all of it, the same conclusion holds: the decisions that set an asset&#8217;s lifetime yield are made before construction, and the ones that protect its revenue are made continuously afterwards.<\/p>\n<p id=\"ember85\" class=\"ember-view reader-text-block__paragraph\">Three practical positions for anyone building in Romania right now. Contract the route to market at the same time as the EPC scope, not after commissioning. Treat the storage decision as a revenue decision rather than a grid compliance decision, because in Romania the spreads currently justify it on their own. And specify the monitoring, data access and availability regime before financial close, because after financial close you are negotiating from a weaker position.<\/p>\n<p id=\"ember86\" class=\"ember-view reader-text-block__paragraph\">On the location question, we think Romania makes the case on its own numbers. Strong irradiation and available land are the entry ticket. What actually distinguishes the market is the combination of a CfD framework clearing volume at competitive prices, some of the fastest permitting in Europe, the fourth-best battery revenue spread on the continent, and a tax treatment for stored electricity that was fixed in 2025 rather than debated. Dama Solar is not an outlier. It is what a market looks like when four things line up at once.<\/p>\n<p id=\"ember87\" class=\"ember-view reader-text-block__paragraph\"><strong>What to watch next<\/strong><\/p>\n<p id=\"ember88\" class=\"ember-view reader-text-block__paragraph\">\n<ul>\n<li>Financial close on Dama Solar and the identity of the lending syndicate, which will set the benchmark for large Romanian PV financings.<\/li>\n<li>Whether the final design retains the 135 MW storage element and at what duration.<\/li>\n<li>The number of negative price hours in Romania across summer 2026 and spring 2027, which is the clearest available proxy for capture rate risk.<\/li>\n<li>How much of the 9 GW battery pipeline actually reaches commissioning against ANRE&#8217;s 2,050 MW target for 2026.<\/li>\n<li>Whether module and BESS procurement for a project this size tightens EPC availability for smaller Romanian developers in 2027.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Dama Solar in Arad County has its ANRE construction authorisation.
