One Number Will Set the Ranking"},"content":{"rendered":"<p id=\"ember53\" class=\"ember-view reader-text-block__paragraph\">The 1 September to 30 October 2026 call rewards grant efficiency before project size, technology story or sponsor profile.<\/p>\n<p id=\"ember54\" class=\"ember-view reader-text-block__paragraph\"><em>For storage developers, IPPs, infrastructure funds and EPCs, Romania has moved from policy signal to a live procurement question: how little state aid per installed MWh can your project credibly request?<\/em><\/p>\n<p id=\"ember55\" class=\"ember-view reader-text-block__paragraph\"><strong>EUR 150m | 2,174 MWh target | EUR 69,000\/MWh ceiling | EUR 15m per undertaking | 30 October 2026 deadline<\/strong><\/p>\n<p id=\"ember56\" class=\"ember-view reader-text-block__paragraph\"><strong>A EUR 150 million call is now live<\/strong><\/p>\n<p id=\"ember57\" class=\"ember-view reader-text-block__paragraph\">Romania&#8217;s long-awaited support scheme for new standalone battery energy storage systems opened on 1 September. Applications are scheduled to remain open in MySMIS2021 until 30 October 2026.<\/p>\n<p id=\"ember58\" class=\"ember-view reader-text-block__paragraph\">The headline numbers are substantial. The Modernisation Fund-backed scheme carries a EUR 150 million budget, targets at least 2,174 MWh of new storage capacity and permits aid of up to EUR 69,000 per installed MWh. Support can reach 100% of eligible expenditure, but no undertaking may receive more than EUR 15 million, regardless of how many projects it submits.<\/p>\n<p id=\"ember59\" class=\"ember-view reader-text-block__paragraph\">Those caps describe what an applicant may request. They do not describe what a winning applicant should request.<\/p>\n<p id=\"ember60\" class=\"ember-view reader-text-block__paragraph\"><strong>The ranking is built around one ratio<\/strong><\/p>\n<p id=\"ember61\" class=\"ember-view reader-text-block__paragraph\">The competitive order is determined by the state aid requested per installed MWh. Lower bids rank ahead of higher bids. This turns the application into a reverse-auction discipline rather than a conventional race to claim the maximum grant.<\/p>\n<p id=\"ember62\" class=\"ember-view reader-text-block__paragraph\">The arithmetic explains why this matters. If every selected project asked for the EUR 69,000\/MWh ceiling, the EUR 150 million envelope would support roughly 2,174 MWh, almost exactly the programme target. Every credible bid below the ceiling gives the budget room to contract more capacity and places that applicant ahead of projects seeking more aid per MWh.<\/p>\n<p id=\"ember63\" class=\"ember-view reader-text-block__paragraph\">A 200 MWh project asking for EUR 10 million is bidding EUR 50,000\/MWh. The same project asking for EUR 13.8 million reaches the ceiling of EUR 69,000\/MWh. The first bid ranks more competitively, but its sponsor must fund a larger share of the eligible cost and all non-eligible cost.<\/p>\n<p id=\"ember64\" class=\"ember-view reader-text-block__paragraph\"><strong>Low aid is not the same as a bankable bid<\/strong><\/p>\n<p id=\"ember65\" class=\"ember-view reader-text-block__paragraph\">The ranking metric is simple. The investment decision is not. A developer can improve its position by requesting less grant, yet weaken the project if the remaining capital stack is unsupported or if the revenue case depends on aggressive assumptions.<\/p>\n<p id=\"ember66\" class=\"ember-view reader-text-block__paragraph\">This is the central bid-sizing problem before 30 October: find the lowest aid intensity that the project can absorb without compromising financing certainty, procurement quality or delivery. Investors should stress-test merchant revenues, ancillary-service income, degradation, augmentation, grid charges, route-to-market costs and downside liquidity before deciding the requested EUR\/MWh.<\/p>\n<p id=\"ember67\" class=\"ember-view reader-text-block__paragraph\">The provisional list is expected in November, followed by administrative and eligibility checks in ranking order. A high place is therefore an advantage, not a waiver. Land rights, permits, grid evidence, corporate eligibility, financing and a coherent implementation schedule still have to survive review.<\/p>\n<p id=\"ember68\" class=\"ember-view reader-text-block__paragraph\"><strong>What qualifies as standalone<\/strong><\/p>\n<p id=\"ember69\" class=\"ember-view reader-text-block__paragraph\">The supported asset must be a new standalone battery installation in Romania. It needs its own grid connection and metering and cannot be integrated into a generation or consumption site. The minimum installed power is 1 MW, and the ratio between energy capacity and power must be at least 2:1, equivalent to a discharge duration of at least two hours at rated power.<\/p>\n<p id=\"ember70\" class=\"ember-view reader-text-block__paragraph\">This definition matters for portfolios. A battery positioned beside a solar project is not automatically eligible simply because it can connect nearby. The legal and technical configuration must meet the scheme&#8217;s standalone test.<\/p>\n<p id=\"ember71\" class=\"ember-view reader-text-block__paragraph\">Projects are expected to be commissioned within 48 months after the financing contract is signed. That makes grid readiness and procurement sequencing especially important, even with a four-year longstop.<\/p>\n<p id=\"ember72\" class=\"ember-view reader-text-block__paragraph\"><strong>Why Romania is becoming the storage location to watch<\/strong><\/p>\n<p id=\"ember73\" class=\"ember-view reader-text-block__paragraph\">Romania&#8217;s case is not based on the grant alone. Renewable generation has expanded faster than flexibility in parts of the system. Midday oversupply can push prices very low or negative, while evening deficits can increase reliance on expensive imports. Batteries can move energy across that spread and provide balancing and system services.<\/p>\n<p id=\"ember74\" class=\"ember-view reader-text-block__paragraph\">The country already has a growing utility-scale storage pipeline, but it remains well behind Bulgaria&#8217;s recent deployment surge. That gap is a competitive risk and an investable opening. Romania combines a large power market, expanding solar and wind, access to EU transition capital and a clear policy focus on storage.<\/p>\n<p id=\"ember75\" class=\"ember-view reader-text-block__paragraph\">Location, however, is not a national average. Connection capacity, congestion, local price exposure and route to market have to be assessed node by node. Romania may be the right country while the wrong substation can still destroy the business case.<\/p>\n<p id=\"ember76\" class=\"ember-view reader-text-block__paragraph\"><strong>A practical bid-room question for the next eight weeks<\/strong><\/p>\n<p id=\"ember77\" class=\"ember-view reader-text-block__paragraph\">The strongest application process will run two workstreams together. The first proves eligibility and deliverability. The second solves the minimum sustainable grant request.<\/p>\n<p id=\"ember78\" class=\"ember-view reader-text-block__paragraph\">For developers and capital providers, the key sensitivity is not simply project IRR with and without aid. It is the project&#8217;s financing and covenant resilience at several aid levels, expressed in EUR\/MWh. For EPCs, the competitive contribution is a price, warranty and delivery structure that lets the sponsor lower its aid request without transferring unacceptable risk into the operating years.<\/p>\n<p id=\"ember79\" class=\"ember-view reader-text-block__paragraph\">The deadline is 30 October, but the economic ranking is being decided now in capex negotiations, grid assumptions and investment committee models.<\/p>\n<p id=\"ember80\" class=\"ember-view reader-text-block__paragraph\"><strong>Momentum Energy\u2019s View<\/strong><\/p>\n<p id=\"ember81\" class=\"ember-view reader-text-block__paragraph\">Romania has created one of the clearest near-term storage opportunities in Central and Eastern Europe. The design is directionally sound because it rewards more storage capacity for each euro of public support.<\/p>\n<p id=\"ember82\" class=\"ember-view reader-text-block__paragraph\">Our view is that applicants should resist both extremes. Asking automatically for the ceiling may leave a competitive project too low in the ranking. Cutting the request to win at any cost may produce an unfinanceable asset. The right bid is the lowest EUR\/MWh that remains robust after realistic revenue, degradation, financing and delivery stress tests.<\/p>\n<p id=\"ember83\" class=\"ember-view reader-text-block__paragraph\">For investors comparing markets, Romania deserves serious attention. The EUR 150 million grant window improves the entry case, but the deeper opportunity is structural: a renewable-heavy system needs flexible capacity at scale.
